How to post news

Hello!
I have a question, I somehow made a Blog in HTML, And I made a News with coding..The code have 1 Picture (Newspaper), 1 Title and The Body Text Or you can say Description. So, Can I post News in that Particular FORMAT (1 pictures, Title and Description) without Coding?
Like:
I want a Section Where I can Write the TITLE And DESCRIPTION and press submit..and It will add it in my blog..Please Help, I am a kid and new to HTML. Thank you :) <3

ooh it looks like you're trying to build a CMS
it wont work with only html, you'll need a something to handle and process those input at thr back end. try to learn and use php

there's alot available online, you can choose one each of them works differently than the others.
theres wordpress, joomla, drupal, blogger etc. those are relatively easy to find.

but if you want for practice, learn php or other server side programming language first

Please, Can you say me which Content Management System..Yes I will learn CSS and php too :)!
