If a programmer creates a program that can create other programs @ freewill, does it make that program a program or a programmer

Even when a program is AI and is able to create programs with its free will it can only solve a specific number of categories of issues. In the case that it cannot handle the parameters of a problem anymore the programmer will go further. That's why the problem will have the ability to code but cannot be a programmer.

It's a program that has the ability to build programs but I would not say it can be a programmer.

@Kenyatta Madison and @Rafik Houari I don't think you two understand the concept of "free will". A fork bomb or batch file that duplicates has no free will. What my question refers to is a program that can literally decide today, "Damm I'm so tired today, not gonna code. Instead I'll just watch a movie and code tomorrow, maybe I'll get ideas for a program".

@Rafik Houari lol I'm not saying there is such a program, it would be cool though. @Kenyatta Madison it would be AI I think yes but my question would something advanced like that be able to be called a programmer or is it just a program. Ignore AI. And I just think a fork bomb is nothing more than a timed infinite loop. P.S try to think of JARVIS when trying to answer this question
