Why and why can we not use python turtle in sololearn Python code playground?

Actually, Burey figured out a way to actually do that! Because the module (/its dependencies) isn't installed. ~ Even if it were, the background necessary to understand what's next is likely to be unexpectedly overwhelming. ~ There may also be Internal reasons not shared with us.
