That decision seems like it should be personal, but if you need recommendations I would say go for mysql to learn the basics of information and data, basically helping you to summarize simple data structures and manipulating them before you go on to the logic and actual implementation where you would use PHP.

He meant that you need to elaborate your question. What is the problem? Is there a topic you do not understand? Are you having trouble understanding a piece of code? Do you not know how or where to start at all? Do you have trouble finding good tutorial sources? Do you need good advice or a sense of direction on approaching PHP and mysql?
