What language(s) would be best for making a mobile os.

A friend and i are working on a little project. Making a phone, ground up. Im doing some of tge coding, and rn its just a dream. But what language would be best to achieve this and how would i impliment it?

C or C++ if want fast and stable and functional os..C/C++ deal with memory which is a major factor with operating systems plus they're really scalable...
