I tell you
I was targeting the <a> tag to "#" so it will be <a href="#"></a>
But the next day, i change the "#" to a link, but when i run it, the console say : ......project.html#
So it doesnt change anything

Use other browser, and lets see if the problem is in the code, or the browser

Do you save your file after changing?
And are you sure you're running the right file and not some copy of it in a different folder or something?
Save it, go to your html file in your file explorer and see if the modified date/time is just now. If not, you're changing the wrong file lol. Happens to me a lot.

Have you actually saved the code after editing it? I've had autosave turn itself off a few times.
