You can host your project for free with Github.
But if you want something like a real website, you will need to buy a domain.
You can actually get a website domain for free but you will get a sub domain. And when can get a free real domain from some hosting sites, it won't be a (.Com)
domain name.
So what's my advice?
Buy a domain name if it's really nesessary. It's pretty cheap, only couple of dollars or less a month.
And if it's just project of yours, publish it at Github for others to see.

You can host it at home if you want for free, if you have a Linux machine at home install nginx, a long as your server isn't blocking ports you can give your IP address to someone so they can visit your site. I don't recommend this, you can get a free domain name and have that domain name point to your public ipv4 address .
