Without JS your website will be static. In order to make it user interactive, you must use JS.

You can use only php in some cases but to make a whole page you really need JS like Shashi is saying.

And the reason is that PHP is on the server side. That means that the php-code will only be loaded one time (when the page is loaded/opened). But JavaScript is on the client side (your browser/pc) so JS can do things after the page loading is finished.
