I was just trying to get into that myself! here is a video from youtube i think teaches the concept: https://youtu.be/cKxRvEZd3Mw its a series about machine learning and he teaches you how to create a machine learning function with three lines of code. Tensorflow and scikit are two libraries he used. also programming throwdown has a great podcast that could help with machine learning and difficulty settings https://player.fm/series/programming-throwdown/puzzle-games-with-mark-engelberg start at 51:45

/Actually you don't need to learn low level machine language to create AI or that type of stuff, you can use high level languages like python, java, c++, Easier then low level

If there is one place on sololearn to learn about machine learning, it's the code playground of data scientists Kuba : https://code.sololearn.com/W2nvcMqTRi4q/?ref=app

If you don't mind complex code and many trials/generations of AI you probably want to look in to making a neural network.

If you have watched FRIENDS, then you do remember that episode where Rachel mixed beef in the dessert on Thanksgiving. What you want to achieve is exactly like that. Or atleast your questions represents that. Now, coming back to your question. You cannot create a game like this. Atleast not now. What you can work on is to create a game using C# or C++ in unity. Then you need to create a reinforcement learning model whose goal is to understand how your game is to be played and how to win it. Now it's up to understand how to make it work. Good luck ๐Ÿ˜Ž
