Is there a relationship between C++ and C#? Does one need knowledge of the former to learn the latter?

They are similar but C# is said to have ripped off Java, which in turn was said to have extended C++.

C# has been created later than C++ and according to its creators, it was designed to combine the advantages if C++, Java and other major languages of that time, and at the same time to fix their faults. Thus, there is only a distant connection between C++ and C#, and no prior knowledge of C++ is needed to learn C#. In some aspects, C# resembles Java rather than C++, but Java knowledge isn't needed either.
