In my opinion, the best IDE I know and use for a lot of programming work is NetBeans. Very effective and easy to use with lots of functionalities. It is available on all platforms (Windows, Mac and LInux). Try it out. you won't regret it.

windows: vs++(community version should be free), cygwin delivers a g++ for Windows.
linux: g++
Mac OS: clang
