Setting targets is important in programming as it may cut your development time significantly. If you don't set targets you may end up trying to combine a lot of things at once Thats my view, how about yours?

If your working towards a specific deadline it's imperative that you set milestones to track your progress, this isn't specific to programming but applies to any type of project. It's basically a project management concept. The milestones let you know if your behind, on track or ahead of schedule, otherwise your just guessing.
