Task does not specified well !

Question

It is said to declare a and b, cout a/b, if b==0 throw an exception, but if u do it in this order u get error.
Pls. Rethink question to specify meaning of task more precisely! I understand than checking b on zero have more meaning before dicision, but it is also legally to check it after !!! So tell about it in task description !
