Choosing best algorithm

Which forecasting algorithm can be used for scheduling virtual machine in cloud computing environment?
We want to schedule the incoming VM in one of the host based on the state( i.e Overload, Underload, Normal), in order to reduce the load on single host... Which forecasting algorithm will be best suited so that we can get the future state of host based on past CPU Utilizations of hosts.

Algorithm conventionally good in their own way.

google could help? maybe a CPU and interenet that is highspeed with another CPU as the host with a client side server for the overload and underload
