Can i create an app using just my phone or do i need a pc?

Small apps , yes, you can use your phone. Larger scale apps requires a PC.

Test it with a small application. Something as simple as a calculator will make you understand how most things work. Then you can proceed with larger ones.

Depends on the app you want to create. If you're looking for a basic static page then sure. If you want to make a mobile app or anything at all more complicated then you're probably going to want a computer of some kind to run it or compile it. Also coding on your phone would be really painful I imagine.
