Why am I not getting hints?

I buy hints but don't get them!

When you want hints, you need pay it with your XP. When you confirm that you want hints, the hints will be given to you. Or you can use XP to unlock the answer. But I suggest you to look at others comment for that question because sometime they give you hints.
