IDE to develop linux app ?

Question

I want to develop simple linux app ( with graphical interface ) to menage some files of DNS and DHCP server using some Bash CLI (like grab, sad, sort, cd...) .
My question : is there any IDE and framework to develop a linux app with graphic interface ?
