for basics web programming (html, css,js). learning html5 and CSS3 tags, syntax, the way they work is quite simple, i'm gonna say 1 and a half month if you dedicate 2 -3 hours at day without learning about API's. You will learn API's with JS If you want to be a master in JS (3-4 months), learning about Canvas, Hoisting, Execution Context; but really knowledge (hoisting is not placing variables and functions to the top, hoisting is saving variables and functions in memory). I recommend the book of John Ducket about html5 ans css3 For JS i recommend "Javascript The Weird Parts" I have a lot of books, if you want contact me. if you also want to learn PHP and MYSQL it will take longer

Truth be told... One can never "master" Code. It's always changing. One can master a version of js a version of PhP, etc... But not master web programming. ;)
