Is it an upgrade to move from MIS to DBA?

I would rather say it's a side-step :)
But the role of traditional DBA's is changing too with the new advancements of AI, ML and process automation.
For example Oracle has "Autonomous Database" in its offerings, which automates most of the standard repetitive human tasks that used to belong to a DBA, like performance tuning, provisioning, monitoring.

If you have experience with MIS (I assume this means some sort of reporting solution, like an OLAP database) then in my opinion, to be future-proof, you could target some of the directions like system architecture (like designing database schemas), data warehouses, system integration, business analytics, and machine learning. Business reporting will always be sort of unique and non-standard for each company, so must be designed and customized by humans in the foreseeable future.
