And the 'M' is Markup... This is why it isn't a Programming Language, but a Markup Language ^^

Because a programming language is a vocabulary and set of grammatical rules for instructing a computer to perform specific tasks. That's the definition of a programming language and HTML isn't a set of grammatical rules. That's why.

Generally: HTML (for the most part) defines the browser layout/ user views. Programing languages provide the "content" for the browser to display.
