It depends what language. For C# I really don't want to use anything but Visual Studio. So yeah, Windows for that.
But for anything else I use Inteli J IDE, those are the best. They are working on a C# IDE, but its in early beta, and its not fully operational. And Inteli J works great on Ubuntu 16.04 LTS.
Windows could be fine, but today's Microsoft is a criminal cartel. Like Google, they don't care about you really, they just want to mine your privacy and make money.
I say no to Google and Microsoft and any other big Corp that has the same policies that go against human right of privacy.
There should be a law added to the constitution that a UELA or any other contract for that matter can not override basic human rights like privacy.

Move onto Linux from Windows. As you use high level or complex libraries, you would find less support for Windows... Give a chance to Linux Mint with Cinnamon GUI. It has very windows like skin, with Linux's brain... Best of both word IMO.

Been an avid Linux user for eighteen years, currently running Ubuntu, but in the process of moving to Mint. Android on the phone and tablet, of course, and very interested in learning how to develop for Android.
