I am doing civil engineer, but can i built any software app using info on this app?

I got the inspiration from series that is 'Silicon Valley ' . So i wanted to built an algorithm watching series that was crazy but due to this i started learning Html. Now its my second day and i have leveled up, so how much more days will i require to complete this study and start coding?

You can start coding immediately and do more tutorials. As you go along, you will get a sense of how much more to learn. There is a lot to learn BTW.

To make a software app you need to learn further like you need to know css and mainly JavaScripts and it's framework..
To make an Android app you can also learn ReactNative developed by facebook or Angular.js by Google...In this way you can learn to make an app

well it depends on the time of you spend on learning. but for your purpose html will not help you need a programming language.
or concentrate on longic of your and hire a programmer to make it happen.
you can't get the 2 together in short time.
