Ethics in creating webs

I often see websites on the Internet where website creators offer professional sites for larger amounts from static business cards to dynamic sites. Then when I look at their references, I find that they have done everything in wordpress and probably have paid nothing for a template or plugin. A routine in a few hours for hundreds of dollars. Do you think it is ethical to put together things that are free to download on the Internet and resell it for big money, or it is right for the customer to pay for crap?

Well it is the market that determines the price. If what they are doing is so trivial, many others will do it, there will be an oversupply of creators and that would bring down the price for the customers. If you can offer the same service, why don't you try it yourself?

Thank you very much for your opinion. Unfortunately, there is no awareness among customers who have a bakery, car service, etc., and the invisible hand of the market cannot function so quickly. Thank you for the advice. Yes, I could. I just wouldn't pick up the phones until somebody broke the web. I don't have enough patience to explain that the mistake isn't on my side :-D
