Can I use css3 filters like blur for background-image? if yes, how?

OK, this is one of solutions, I've used ::before pseudoselector and applied blur to it, instead of the header.

When i apply the filter:blur() to a div that has background-image, it also applies to all of the content of that div, but I just want to blur the background-image and keep the content unchanged; is there a way to do that?
