is there the opposite of cls? c++

I want to freeze the upper part of the screen until the program terminate , and delete the lower one

is there any function , or a code that i can specify the lines i want to freeze ?

What do you mean by freeze ?
Do you want your program to wait till the user press enter or something like that?

I meant the output( messages) which appears by cout<<

there are some instructions , I want them above, whenever user using the program, whatever user enters.
