Yes, you can.

You may want to look at local businesses who have sad looking websites. Then explain to them (like you did for us) that you are a student and you want to practice, but make a little money at the same time. If the end result is even a little better than before you tinkered with it, they should pay you. If the end result is worse, just call it a learning experience and move on. (Make sure they are able to keep their old site though.) Don't be discouraged if the first dozen don't get excited (but don't be surprised if they do get excited either). If you treat it like offering to mow your neighbor's lawn, someone will agree to do business with you eventually. Plus, they will probably not be as deadline-oriented as if you were to approach them like an experienced consultant.
