How would I build a speaking chat bot?

I'm frustrated about telemarketing calls, I want to build a chat bot to answer phone calls. People have said to me that it's not possible. I don't want to believe that.

Da2 My problem with telemarketing calls have begun over a year ago. What I can assume, is that it's the one and the same phone company, because they always ask me the same questions. Do I have any experience with online trading? Do you own a computer? Would I like to register as a client in their website? The website is always different, as well as the phone numbers, but the questions are the same. And I'm powerless against this telemarketing company, but I'm complaining about it on my YouTube channel. Those 3 videos have been between numbers 1 - 6 on Google search results for 10 months. You can imagine what I'm feeling about these people.....!!! So, the stupider the chat bot answering the phone calls would be, the funnier the recording would be. And I'm thinking that the chat bot would explain on the beginning of the phone call, that it's been recorded.

Okay, an update to my telemarketing problem. I found a phone number to our national GDPR Dpa officials yesterday and managed to talk with them today. They gave me a reality check about my situation. It's very likely that my phone number is on a list of numbers that's sold to new telemarketing companies over and over again. This makes it almost impossible even for the officials to make those telemarketing calls to me end. It's very realistic picture, and the officials told me that I should just change my phone number. It's quite devastating to realize that I those phone calls would probably never end. And that the officials probably won't be able to help me. But after that reality check I have been thinking hard. And I refuse to accept this situation. This thread has the beginning of a possible solution to my problem. And I have contacted the support team at Google to ask them a question.

Natural language processors are just voice response engines. What is more importanf is to design appropriate responses. Getting used to being on the other end will help

I already Googled the NLP chat bot awhile ago. I am at a multi-sport ministadion with my 3 boys, so I'm going to search for the NLP chat bots again later.

Hey Da2 And thank you for your answer. How come you want to suggest that? The responses of the chatbots aren't needed to be wise or polite, because my objective is to get me blacklisted. And it would be really a lot more entertaining if the phone call should confuse the telemarketer. Wouldn't you say that, too? I have gotten back from Google support team and they liked the idea. So, let's see how things develop from now

Okay, You know, you are right about needing actions for the chatbot app. For all I know, at the beginning they're only able to answer us talking to them. That's far from the actions like when to begin speaking on the actual phone call. And it's my first time opening a career in chatbot application's. So, I'm learning as I go in here. Yeah, I'm working on the project now. I woke up at 1.30 last night and couldn't sleep until 3 hours from that.. And I was doing the work on Google cloud platform with the help from Dialogflow support emails.
