I have completed html 4 .whether i should start html 5 or python

You'll get nowhere with just html alone.

Html goes along with CSS and Javascript.

Html => CSS => Javascript.
CSS is used to make your site look pretty, JS is used to make things happen.

After learning these 3, you can then consider python

html4 and 5 doesnt have much difference, dont worry you can find html5 only feature easily to learn.
why html 5 ? some features in html4 are deprecated, it could be removed at anytime

after that i suggest to complete 3 basis for web design, by learning css and js

dont worry js itself is pretty much a programming language, so you wont left behind of learning programming
