I taught myself to program Arduino (from a few books) before I ever learned any programming languages. I now know quite a bit of C++, Python, and JavaScript, and I can tell you that C++ is the most like Arduino. Arduino has a few of its own keywords, but if you know C or C++ you'll have an easy time with it.

Usually Arduino Microcontrollers are programmed using Embedded C.
A strong grasp of C and C++ Concepts + Syntax would certainly be beneficial although not necessary.
