Yes, Javascript is a programming language, as well as your backend languages (PHP, NodeJS, etc..). So think of it like this, HTML is your pages structured. CSS is your pages style/visuals. JS/PHP/NodeJS/ASP/etc... are your programming languages to provide the functionality of your page/web apps.

To further add to what I said, it's good practice to keep all of the above separate from one another. So keep your structure inside of HTML and from there you link to your CSS and link to your scripts, which are in their own respective files also. This provides a clean and efficient means of creating your websites. It also makes it insanely easier for other people to deal with it on your team, and vice versa.
