When I was first learning to program in BASIC in high school my high school my teacher was very adamant about creating a flowchart before each project we completed. Now in days I don't people even talking about flowcharts or let alone teaching people how to create them for a program. When I attended college we never talked about flowcharts. Do people not do them anymore or is it just for complex programs.

Depends on the programmer, the project, the complexity and the size of the team involved. Flow charts these days seem to be replaced by issues trackers and documentation on sites like github, etc...
