You will need some web server software such as WAMP, LAMP, or XAMPP. There are plenty of good tutorials showing how to do such on youtube.

any webhost will do. once you get a server such as hostinger or gator hosting or whatnot..you put their nameserver address into godaddy and it will point your domain to that server..then you upload .html files such as index.html.

if by host on pc means host your own server..then you need to install server software
