text-color:blue
background-color:blue(In case of changing the background color)

Yes, @Rajneesh Kumar probably meant how to link somebody's name in a comment so it would notify them, tag them. I am trying to find the answer myself for that question too. @ before the name was mentioned many times, but it doesn't seem to work for me.
