Chris C. ,No, I'm not nearly as knowledgeable as you are, so I'm not suggesting anything... I just kinda had the same question, so I came and had a look ....But I figured it won't hurt to ask, so I asked

Have you tried to install an earlier version of unreal? Your PC should be compatible with unreal engine 2. https://docs.unrealengine.com/udk/Two/IntroToUnrealEd.html https://www.moddb.com/engines/unreal-engine-2/downloads

Humayra🇧🇩[#LumosMaxima⚡] no problem, I wanted to know too. Unreal 2 was the first thing that popped in my head with out having to research. I used to make maps for unreal tournament as a kid.

I'm not sure what all you can do with these virtual machines but you should take a look at them They are free. https://developer.microsoft.com/en-us/windows/downloads/virtual-machines https://azure.microsoft.com/en-us/free/ I found dedicated GPU servers but they were very expensive and charged hourly. So hopefully the first two links will help you out.
