Is it a must to learn css for a html programmer?

I am learning html currently. In the course they SoloLearn have mentioned several time that check out our CSS course for details.
I just wanted to if it is necessary to learn both html and css?

HTML is about what we represent and CSS is about how we represent, CSS makes our representation better. So it'll be good to learn CSS after learning HTML.

CSS use for html is very nice and easy. Also I think this is a must have for html. But you should learn html complet to HTML5, bevor you learn CSS.

You can still be ok if you know CSS frameworks (eg. bootstrap, sass, lass). But since they all are based on CSS you can make those small tweaks which you want n frame work might not have. But if things are working for you, then why bother??!!
