Yes, you can copy codes. You can look at them, and edit it, but you can't make it public unless the person who made the code gave you permission.

Adding on to Airree 's answer, while it is recommended that you get permission, as long as you include the credits to the original creator of the code and make it clear you are not the one who created then you should be okay to do so
