Generally, programers are either good at Front end (UI) or backend (Data management and security) so if you're good at just one of them that's good enough

From my point it depends on your work environment. If you already have an expert team who works on asthetics n you were assigned as developer only (which happens rarely; specially in my country) then you dont need to know design tools...

And I recommend you to read more about color theories too. You will then know how color used in website (or any other marketing aspect) affects your desire to buy or quit thing. Study says 70%+ people leaves any website within 10 seconds. This is enough time only to see how the website looks like or how the contents are laid out. Moreover, knowing design tools increases the likelihood of getting hired. Then, why not?
