Yeah definitely check the chinese apps and there coded applications all in an chinese so definitely they can code in their languages also

Absolutely Not. Programming languages are different from natural speaking languages entirely. Except you mean writting codes in your own language but it is actually a Programming language then Yes. Edit:-> Apart from using: lang="en" for English in web, I believe you can use other natural languages in any other programming language
