If you're just starting to learn programming it doesn't really matter what language you learn. Once you learn the concepts behind programming you can learn other languages pretty easily. Since python is beginner friendly it's a good language to start with.

There's no relation with the year. You can learn it when ever you want if you have interest.

Don't base your decision on salary alone.

if you are just starting programming then start it with cpp , if you pass to digest cpp language which is the core of programming then you will have everything, then you only have to learn syntax of other languages as your concepts are clear with cpp.
