Is java script language only available online?

yes you can run offline, but added some time u might have to download the script of CDN link which u r using and give the script link in Ur local server soo it works fyn even if the CDN links are not accessible due to internet offline.

No. you can run it on your browser was without getting online. just type some codes in a webpage then open it with your browser
