It depends on the purpose. CSS is done to style things up, while you can use SVG to make shapes and images which you'll learn later on in the HTML course.

Think of HTML as the bony 💀 framework/skeletal system, and CSS as the Flesh, the Clothes, the Colorful Bags, Shoes, Hair, and the likes. And if it interests you to know, Javascript gives 'em both the Breathe of Life!

Use style tag in html making your html code line is harcoded. Try to use css and call them with html tag <link> on <head>

Like wrote the others, CSS is made for design, but when you'll be using CSS there is necessery to have HTML knowledge, too (becouse CSS dependends on HTML tags and attributes you have in HTML file).

Html is basically for adding the content (html is not for designing ) Css applies to design(styling)

I will say CSS because HTML is not purposely for styling. Moreover, CSS helps make your html codes looks more cleaner.
