I'm a professional developer, I use WordPress. Client's don't want to waste their money on hand-crafted websites when frameworks are available. Neither does project oversight, least amount of time is best. With WordPress you can launch a professional website every 8-12hrs, without.. you're talking days of development.

depends on your skill and or time constraints. I prefer hand coded as all the codes belong to you but wordpress is good as its ready to go and easily customised.

WordPress itself is GNU, however, any templates or plugins made are the intellectual property of the designer/developer or company they work for.

If you want to be a freelancer do wordpress, youll be able to create websites fast. If you want to work for a company then master your frontend languages of choice :) small businesses would prefer wordpress assuming they know that it exists
