I think laws have something about minimum age for eligibility for working. Under that it is considered as child labour and can have the corporation punished even if you join voluntarily.
For now you can be a front-end dev but as a hobbyist.

HTML and CSS would be enough, but if you want the web to be interactive, it might need some JS.

I will have to say no, only as a hobbyist/freelancer. Web dev companies (in Canada anyway) want you to have a bit of post secondary experience before they will hire you.
Learn all you can while you are young and make some really good websites as a portfolio. Then after you get a diploma from college (a degree typically isn't needed) you will have a portfolio and experience.
