Can someone under 18 become a Fronted-end dev?

Can someone under 18 become a Front-end dev and if so what things should you know?

I think laws have something about minimum age for eligibility for working. Under that it is considered as child labour and can have the corporation punished even if you join voluntarily. For now you can be a front-end dev but as a hobbyist.

I think so. I don't see why not. Know HTML , CSS and JavaScript. HTML and CSS would be enough, but if you want the web to be interactive, it might need some JS.

Yes. You could be if your 14 minimum for VERY limited hours if in USA.

In the US you only need to be 16 to legally work

I will have to say no, only as a hobbyist/freelancer. Web dev companies (in Canada anyway) want you to have a bit of post secondary experience before they will hire you. Learn all you can while you are young and make some really good websites as a portfolio. Then after you get a diploma from college (a degree typically isn't needed) you will have a portfolio and experience.
