Does repetition of challenges promote rote-learning [memorization] in students who compete in the challenges?

After completing about 200 challenges, a learner will have encountered the same question on the average 10x over, which results only in recollection of facts and necessarily learning.

A repetition will help transfer knowledge to long-term memory, but by far less repetitions are needed, than what is done if you frequently do the same challenges.
