How can I take device camera permission and detect numbers written in paper in Python weapon?

I am a beginner in python. I want to take device camera permission and detect which number is written in the paper by writer. How to do this.
Any ideas, reference links and related....?

If you are including any hardware device then by writing algorithm in IoT with python can help you to get the written content over paper else you can write some recognition algorithms in python which can be good choice for retrieving data written on paper
