Can APIs be used offline?

Question

i'm trying to use a face recognition API into my security camera and record them as data for every visitor.

can i use the API offline so that i wouldn't have to continuously connect my programme to the internet while it was running or can i somehow download the API into my programme to use.

asking what language i'm using is unnecessary since this is not a language specific question.

i'm still an amateur at using APIs.

thanks, Martin Taylor that was all i need to know. I was asking this question to clear up some misconceptions i have that all APIs has to be online to be able to be used. I was unaware that online APIs are called cloud APIs and some can be used offline.
