Conditions you putted for leap year are correct, and that condition for 4 digit number seems correct too as according to this: https://www.quora.com/Which-year-in-human-history-was-truly-the-first-leap-year 1st leap year is a 4 digit number(you can put condition to be >=1752 that would make more sense), who knows that the Earth will see a 5 digit leap year ? still I see no problem in allowing for greater number of digits to fall in leap year.
