Should i learn bootstrap before JavaScript or after it??

What for bootstrap?
If you want to make responsive web design , I think you should practice CSS3 or CSS with an advanced `flex` and `grid` technology.
More time taken to bootstrap and why you make your own css framework like bootstrap after pure understanding / practice of CSS.
Still i practice CSS3 before js.

Also consider my favorite, css grid. Should help with web layout with pure css (compared to bootstrap)
