How do I make an html computer generated webpage

I started learning html today and I want to learn how to code html on a computer, what program do i need

You can use the notepad on your windows computer by searching notepad in the start menu. Or look up a text editor on the internet for a better and nicer one.

I Have windows 10 but when i save it doesnt say save as so i cant make it a local website

Did you click File > Save As > (where you want to save it) > (name of html file).html and no spaces?
Ex: sololearn.html

no i just created a text document and the name of the text document was coding.html and it didnt say save as

Are you using notepad? Once you do Save As, you can just do Save to save the file. Once you save it; double click the file and let it open your browser.
