Bug or Trick of Challenges?

Question

I did a lot of challenges and there are a problem I am confused. That is True/False quiz: if the result is true, it only has 4 BLANKs to insert, and it's five Blanks if the result is False. That's mean I do not need read the question then I still choose right result. That's right with all question has results is BLANKs. If options is 1, 2, 10. And there are two blanks. Surely, 10 is correct option.
It sounds ... Bug or Trick? I do not know. Hope you make me stop confused, guys. Thanks.
Btw, I feel unfair, that's all.
